 p5-locale-gettext: Fix build for nondefault archs

 Use CFLAGS, CPPFLAGS, LDFLAGS while configuring. This also makes it
 unnecessary for us to prevent the use of compilers that don't have
 support for CPATH and LIBRARY_PATH.
