 Finally am on Version: 10.14.4 (18E226).

 Its weird but this time around I have no issue using the sane-backends and
 even xsane is working.

 The restored back up plus the upgrade must have restored a file somewhere
 that had been messed up but for the life of me I cant tell which/what it
 was.
