 might help you.

 If you do that procedure, and still have no 10.14 SDK, then you would need
 to find a  copy of the 10.14 SDK inside Xcode 10.x or from a similar
 location.

 We have plans in place to make this easier for people, but as of right
 now, it's still a couple of manual steps.
