 Reviewing the logfile you provided, I see:
 {{{
 /usr/local/include/qwt_plot_svgitem.h
 }}}
 which means some package manager other than MacPorts installed some QWT
 files. Please remove any such files, clean py27-pyqwt, and try installing
 it again.
