 The new build needs to use Meson.

 Additionally, the build is currently broken: The loader modules end up
 with the extension .dylib, whereas the code that loads modules expects
 them to be named .so, like the Autotools build used to do. The build will
 still succeed, but it will produce broken binaries, which is apparent by
 running gdk-pixbuf-query-loaders. It would probably be best to change
 meson.build to name the loaders like they used to be, which we can do with
 the name_suffix property.
