 Sorry, but I disagree. I do not see anything wrong with what OpenBLAS is
 doing w.r.t. enabling AVX512. As far as I can see, from a afar, it is
 correctly enabling it on systems where it *is* available.

 The issue is the fact the assembler, from cctools, does not then know what
 to do with AVX2/AVX512 instructions.
