 xorg-libxcb: update python dependencies

 * Make python37 variant the default
 * Make python depends_build only. Python is not necessary to use ports
 depending on XCB. Instead, python is used to build this port only.
 * Remove python34. Python 3.4 has reached EOL on March 18, 2019.
