 I'm getting the same behavior:

 $ kioclient ls 'fish://user@host:22/home/user/'
 klauncher(27310) kdemain: No DBUS session-bus found. Check if you have
 started the DBUS server.
 kdeinit4: Communication error with launcher. Exiting!
 kioclient(27305): couldn't create slave: "Cannot talk to klauncher: The
 name org.kde.klauncher was not provided by any .service files"
 kdeinit4: Shutting down running client.
 }}}

 Konqueror fails with "Cannot Initiate the fish Protocol.
 Technical Reason: Unable to Launch Process"
