 This all seems very strange. /usr/bin/as will be running /usr/bin/clang
 internally for quite a few OS and Xcode versions. Is it really impossible
 to build gcc with every Xcode version prior to 7.3.1? How did anyone
 manage when that was all that existed?

 If we stop using /usr/bin/clang in cctools `as` on old versions, we're
 back to square one in terms of providing a more modern assembler by
 default.
