 alps: remove python26 variant

 py26-matplotlib was removed in December 2015 and the python26 variant
 has been defunct (and effectively obsolete) since then. Just remove the
 variant now; leave the logic for different Python versions in tact in
 case someone wants to add Python 3.x variants at a later time.
