Comment:

 it appears that the issue was resolved for the OP and the file the current
 version of {{{py-ipyparallel}}} and {{{py-ipython}} do no longer both
 provide the file in question (i.e.,
 $prefix/Library/Frameworks/Python.framework/Versions/2.7/bin/ipcluster).
 Closing this ticket.
