Comment:

 I agree, GNU Savannah's web and git servers are offline at this time.

 We could potentially switch the port to a more reliable clone of the git
 repository, perhaps [https://github.com/emacs-mirror/emacs this one on
 GitHub]. This would have the added benefit that we could use GitHub's
 automatically generated tarballs instead of having to fetch from the git
 repo; this would have prevented the problem of relying on a single point
 of failure for git fetches.
