 The sysroot / SDKROOT solutions didn't help me with the Catalina upgrade.
 But this does the trick:
 {{{
 sudo ln -s
 /Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs
 \
   /Library/Developer/CommandLineTools/SDKs
 }}}
