 workaround symbolic link described above by barrettsa worked.

 On osx 10.14.6 I had just upgraded Xcode as offered by Apple Software
 Update.

 Is there an Apple problem upgrading Xcode on Mojave osx 10.14 around the
 time of release of Catalina osx 10.15?
