 I add a similar issue and solved by linking back MacOSX10.14.sdk to
 MacOSX.sdk in
 /Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs.

 ln -s MacOSX.sdk/ MacOSX10.14.sdk

 I found old references in some packages to 10.14 instead of the default
 MacOSX and the includes were not accessible by the compiler.
