 An excellent workaround, suggested by knowlegabe folks, is to

 Install the command line tools for Xcode 11, that contains the 10.14 SDK,
 then make this synlink:
 {{{
 $ sudo ln -s /Library/Developer/CommandLineTools/SDKs/MacOSX10.14.sdk
 /Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs/MacOSX10.14.sdk
 }}}
