 Thank you for working on this!
 I have tried perl5.30, which builds successfully (, but may ports
 depend on perl5.28...).

 I clean-installed Catalina, installed Xcode 11.1, and did "xcodebuild
 -license" and "sudo xcode-select --install".
 Then I installed MacPorts 2.6.1 and just typed "sudo port install -fN
 perl5.28".
 Is there anything you see that I'm missing?
