Comment (by jmroot):

 In the metadata of the graphite2 archive it has `cxx_stdlib_overridden 1`.
 So apparently something changed configure.cxx_stdlib to something
 different to the global cxx_stdlib at the portfile level when it was
 built. Beyond that no idea sorry.
