 qt511-qtbase is a dependency of a new portfile I added (welle.io)

 On one hand the binary is not available
 On the other hand, compilation from source fails

 BTW, there was no problem with @5.11.3_1+openssl for which the binaries
 are available. So this looks like a regression.

 There is also a compilation issue (though different) with macos 10.12.
 (i'm creating a new ticket for that)
