 It looks like you might have have an issue with your local Xcode
 installation.

 Please run

 xcode-select --install

 to make sure you have fully updated the CLTs.

 also, to be sure, then please try starting the main Xcode application (I
 usually do this just to make sure there are no other pending questions /
 tasks it needs to do).

 Then, run

 xcode-select -p

 to make sure it points to the correct Xcode installation.

 Then try a clean rebuild of bazel26.
