 OK, I cannot reproduce this. Builds fine for me on macOS10.15 + Xcode 11.1
 (and also other OSes). so openjdk13 is not the problem.

 It still looks to me from your log you have an issue with your Xcode
 installation. I am afraid you are going to have to investigate this
 yourself, if need be perhaps contact the upstream bazel developers for
 help.
