 It seems the port overrides Xcode-select path.
 sudo xcode-select -p
 /Applications/Xcode.app/Contents/Developer

 In the log file, there is an error:
 :info:build xcode-select: error: tool 'actool' requires Xcode, but active
 developer directory '/Library/Developer/CommandLineTools' is a command
 line tools instance

 or I misinterpret this error message.
