 I am aware of SIP. I have disabled it and I still get the same error. On
 Mojave, I didn't have to disable SIP at all.

 I have been informed that this issue is probably due to the fact that the
 root system on Catalina cannot be a modified by users anymore.

 Makes me wonder if there is a workaround.
