 Do you have anything installed under /usr/local ? i.e. what does running

 {{{
 ls /usr/local/*
 }}}

 return ?

 FWIW, texlive-bin installs just fine for me here, on macOS 10.15 + Xcode
 11.1, so I suspect its something related to what your system has in the
 above area. If you do have things installed in /usr/local, please remove
 them and try again.

 ( b.t.w. I assume you aren't trying to use Homebrew and Macports at the
 same time ;) ? )
