 OK, I can reproduce the problem.

 I think its just a case of upstream no longer supporting 10.11 (they
 really only support that last ref releases) and have finally put something
 into the last release that does not work on 10.11.

 Looking at

 https://ports.macports.org/port/bazel/builds

 10.12 seems OK, so I think I will just up the minimum supported OS to
 10.12 ...

 If you *really* need the latest bazel, on macOS 10.11, then I invite you
 to discuss this with the upstream bazel devs. There are also the bazel26
 and bazel25 sub-ports that provide slightly older releases, that you can
 still use.
