 ... and looks like there's very little choice, too: the libxml header
 `include/libxml2/libxml/xmlversion.h` with ICU enabled shows:

 #define LIBXML_ICU_ENABLED
 #endif
 }}}
 ... so can't even disable the chain-inclusion from libxml to icu ... ouch!
