 You have set the variable for QGIS inside the configuration of your Web
 Server.\\

 I also tried inserting the variable into the configuration of my Web
 Server, Apache, in httpd.conf but I always had an error.


 If you use this URL what is your output?\\

 mapserv/qgis_mapserv.fcgi?SERVICE=WMS&VERSION=1.3.0&REQUEST=GetCapabilities
