 Dunno. I can't reproduce the issue with Xcode 11.0 on 10.14.6, and for
 various I can't upgrade to 10.15 in near future, even after it's official
 release in October.

 So, I will debug it blindly. First could you also attach
 `/opt/local/var/macports/build/_opt_src_macports_macports-
 ports_sysutils_coreutils/coreutils/work/coreutils-8.31/config.log`?
