 The crossgcc.setup proc sets `universal_variant no`.

 MacPorts is complaining in the context of i686-w64-mingw32-crt, which does
 have a universal variant, and depends on i686-w64-mingw32-gcc-bootstrap,
 which does not have a universal variant.
