 Ok.  Confirming that gcc9 fundamentally cannot be built right now against
 10.15.  However, after restoring command line tools (which install SDK
 10.14 - does anyone understand what Apple is doing here?) John's method of
 building everything from source works fine.  Thanks very much John and
 Joshua.
