Comment:

 We're getting off topic of the original ticket here.  Since the reporter
 has verified that rebuilding key ports with Xcode 11 resolves the issue of
 building poppler perhaps we should move to a new venue that directly
 addresses the global issue.  Closing this ticket as works-for-me. Updating
 summary to reflect the limited scope of this issue (Xcode 11 and Mojave)
 as well as python's involvement.
