New description:

 This is ''not'' a duplicate of #60045.  ... but it is related. Same basic
 issue, but in theory that was fixed! I have current base and ports tree.
 Trying to install qt5-qtbase on OSX 10.12 results in trying to install
 5.14.1 ... the build error will be the same as that other ticket, since
 both are trying to build an incompatible Qt5. Something must be borked
 with the logic determining which Qt5 version for this OS. qt5-qtbase works
 fine for OSX 10.9 through 10.15 otherwise, so the issue is -just- OSX
 10.12.
