 The part where it says

 > cpio read error: bad file format

 makes me think that you have a corrupted download. Would you try deleting
 MacPorts-2.6.3-10.12-Sierra.pkg and downloading a fresh copy from
 https://distfiles.macports.org/MacPorts/?
