Comment:

 I have been able to reproduce this problem trying to install
 MacPorts-2.6.3-10.12-Sierra.pkg onto macOS 10.12.6 with Xcode 9.3 with
 CLT. I tried a few times from ~/Downloads and then ~/Desktop. Same problem
 every time. I have just run First Aid and found 0 errors.
