 pandoc will not presently build on BigSur, either Intel or arm64, due to
 issues with ghc, stack, and cabal. Progress is being made on all these,
 and eventually all will be supported, but not now, and there is no
 timeline when.

 At the moment, we install the pandoc Catalina x86_64 binary on BigSur
 (Intel and arm64) as a workaround until the components are fixed.

 We might be able to do something like that for pandoc-citeproc as well
