 Right. So the solution is to `sudo port install lz4`. The only way I can
 see for this situation to have arisen is if you forcibly uninstalled lz4,
 bypassing the warning MacPorts printed letting you know that would break
 things; if so, then the breakage you are now encountering is to be
 expected.

 Secondly, there is another message in the log:

 {{{
 sh: pkg-config: command not found
 }}}

 This appears to be a bug in the llvm-9.0 port for which I filed a separate
 ticket #60035.
