 Python / distutils should support compiling C++ software with the C++
 compiler and C++ compiler flags.

 See https://bugs.python.org/issue1222585

 Not doing this causes ports to fail to build (e.g. #57520, #57621).

 I don't know which ports are affected (pythonXY? pyXY-setuptools?)
