 What you suggest is not possible, AFAICT.

 If the module map doesn't understand that /usr/include/ncurses.h needs to
 include /usr/include/unctrl.h then it's pretty broken.

 How do you know Homebrew doesn't have the issue? Have they built the
 libtapi test suite?
