 Hi,

 port atlas latest stable version is 3.10.3, portfile has 3.10.2

 and atlas portfile uses lapack 3.6.0 as dependency, current stable version
 of lapack is 3.9.0

 i built these locally and seems to work without bombing although i did not
 do a full regression test.  maybe someone can throw this on the built bot?
