 I am running into the same error, and I do have the command line tools
 installed, so I have been suspecting that another issue might be the
 cause.

 As a quick test, I copied after failure the pyqt5 folder locally, and ran
 the configuration command that fails
 {{{
 /opt/local/Library/Frameworks/Python.framework/Versions/3.7/bin/python3.7
 configure.py [...]
 }}}
 from the Terminal. In that case, it runs through without problem, which
 makes me suspect that there might be an issue with some environment
 variable of configuration flag when run in MacPorts. I could not pinpoint
 the exact problem, though.
