 Yes they are.

 Since upstream does not regard it as a bug, it will continue to affect all
 future versions of osxfuse as well.

 As is explained in #54781, Xcode 8 cannot build osxfuse on El Capitan. You
 need Xcode 7, or Xcode 8 with the 10.11 SDK copied from Xcode 7.
