#60674: ispc: Why use an SDK on OS X 10.10 and later?

 Last year [changeset:e0c9fb49a4e4446e4bb88d9e69fa45fc1019ac4a/macports-
ports ispc was modified] to use the MacOSX.sdk on Darwin 14 (OS X 10.10)
and later. Why? Was this possibly a typo—did you intend to do this on
Darwin 18 (macOS 10.14) and later, since /usr/include is not present on
macOS 10.14 and later? Or was there a different reason?

Also, you should verify that `${os.platform} eq "darwin"` before checking
 the value of `${os.major}`.
