 As of version 3.1.5, py-bleach requires py-packaging as a runtime
 dependency. I got an error when running software depending on py-bleach
 due to this issue. This is in the release notes at
 https://pypi.org/project/bleach/: "Bug fixes: replace missing setuptools
 dependency with packaging"
