was added in MacPorts 2.6.0] to make a greater distinction between Xcode
and the command line tools. This was done for a reason.

install the CLT with Xcode 10 and warn them about it. That too wasn't done
just for the fun of it.
Would you mind explaining the difference between Xcode and CLT, from
Macports point of view? I haven't installed CLT for the last few updates
of Xcode, and, thankfully, it did not seem to impact Macports at all.
