 I see the exact same problem. I have Xcode 11.3.1 on macOS 10.14.6. I see
 the same warning about the macOS 10.14 SDK missing.

 xcrun --sdk macosx10.14 --show-sdk-path
 }}}

 does not find the 10.14 SDK. It does not find the 10.15 one.

 The 10.14 SDK ''is'' present in /Library/Developer/CommandLineTools/SDKs/,
 but xcrun does not find it.

 One big difference is that no port actually failed to build so far for me.
 ds9, which the OP mentioned, builds fine. I only see the warnings with
 some ports.
