New description:

 XML Commons Resolver 1.2 was released in **2006**, however the `xml-
 commons-resolver` port is still at 1.1, as when originally submitted in

 If kept, it should also have its fallback dependency on deprecated port
 `kaffe` be replaced with using the Java portgroup (#60206).
