 I already made links, as suggested in related tickets, like

 $ cd /Applications/Xcode.app/Contents/Developer/Toolchains/
 $ sudo ln -s XcodeDefault.xctoolchain OSX10.{13,15}.xctoolchain

 But this did not help!
