 I can confirm that

 sudo port install emacs-devel +x11
 }}}

 provides a working X11 enabled emacs on my

 {{{
 macOS 10.15.4 (19E287)
 }}}
 sytem. Subsequent to the install:

 GNU Emacs 27.0.91
 Copyright (C) 2020 Free Software Foundation, Inc.
