Last time I tried I was able to build icu using GCC 7, using `port install
gcc7` (warning: this will take a while), then `port install icu
configure.compiler=macports-gcc-7`. See also #59717.
But to install any of the newer Clang versions, you should really use
@kencu's [https://github.com/kencu/TigerPorts TigerPorts] repo. In
particular the cmake39 port will be helpful - recent Clang versions
require CMake to build, and IIRC the standard cmake port doesn't build on
Tiger without modifications. TigerPorts also has some custom changes to
the later llvm-*/clang-* ports to make them work on Tiger.
