 samba4 builds and installs winexe4 if mingw is available, and if it isn't,
 then it prints:

 mingw not available, not building winexe
 }}}
 The port must be changed to ensure that it either always builds winexe4 or
 never builds winexe4 regardless what other ports the user might already
 have installed.
